Romania has one of the lowest rates of innovative companies in the EU, with only 8.8% active in innovation in 2022. Public investment in research and development is also low, dropping from 0.28% of GDP in 2016 to 0.09% in 2025. Companies can utilize various tax incentives for R&D, including a 50% additional deduction and a 10% tax credit starting in 2026. The TechUp Romania program, with a budget of 5.3 billion lei, will fund projects combining R&D with production investments in key sectors. Experts emphasize that R&D investments are essential for competitiveness.
