Termoenergetica reports that currently 29% of homeowners' associations in Bucharest lack hot water and heating at proper parameters. As of October 16, the company began supplying thermal energy for heating, but some associations opted to delay heating by closing supply valves. While 71% of associations have adequate hot water and heating, the remaining 29% face issues due to production capacity. Four thermal power plants serve the capital, with one, CTE Bucureşti Vest, currently out of service due to repairs. CTE Progresu is undergoing technical maneuvers for restart, while CTE Bucureşti Sud is not meeting the required thermal parameters. CTE Grozăveşti also struggles to supply certain sectors adequately. ELCEN produces thermal energy, while Termoenergetica manages its distribution.
