Increased penalties apply if the perpetrator has control over the victim or poses a threat with a weapon. The initiative, supported by various political parties, emphasizes that individuals should not be treated as property and reinforces the state's commitment to protecting victims' rights. The law will take effect after presidential promulgation and publication in the Official Gazette.
