Romania will start repaying the World Bank for the advance used for the 'Justice Quarter' project in ten semiannual installments after a refinancing agreement was not signed. The government has also canceled the unused portion of the advance. The project, which aims to consolidate 23 judicial institutions in Bucharest, is still far from construction, with funding negotiations ongoing. The advance was meant for project preparation, not construction, and significant delays have pushed the completion date to 2030. Despite the repayment obligation, the project remains part of the state's strategic documents.
