The Petrotel refinery in Ploiești, owned by Lukoil, has been unable to restart operations after maintenance due to international sanctions and financial complications. The refinery, which accounts for about 20% of Romania's refining capacity, entered insolvency on August 26. The insolvency procedure aims to protect its assets amid accumulated debts of 247 million lei to suppliers and 225 million euros to its major shareholder, Litasco. Despite a transitional license allowing some operations, banks have restricted financial support, exacerbating the operational blockage. The report highlights the impact of sanctions on the refinery's ability to function normally, leading to its current state of insolvency.
