On October 20, Prime Minister Luca Niculescu issued an emergency ordinance to reorganize the central public administration. This includes the establishment of two delegated minister positions and changes to the leadership of the General Secretariat of the Government. The ordinance modifies the Administrative Code, allowing the Secretary General to hold the rank of minister or high public official. The new delegated minister for digitalization and artificial intelligence will operate under the Ministry of Economy, while the delegated minister for pre-university education will function under the Ministry of Education. Both positions will have up to two state secretaries appointed by the Prime Minister.
