Bulgaria and Hungary were previously noted as the only EU countries lacking legal gender recognition. The Supreme Court initiated procedures in 2020 to unify jurisprudence, leading to a suspension of ongoing cases. In 2023, the court ruled that Bulgarian law did not allow changes to gender indicators in civil status documents, but some judges argued this interpretation might conflict with EU law. The European Court clarified that EU law prohibits legislation hindering changes to gender-related data for citizens exercising their rights within the EU.
