The upcoming discussions among ambassadors will focus on the budget's structure, amid resistance to increasing contributions and a lack of consensus on new revenue sources. The European Parliament, however, is pushing for a larger budget to support both new priorities and traditional policies, complicating the negotiation process. António Costa is working to find a compromise ahead of a decisive meeting in October, aiming for an agreement by the end of the year.
