This budget allocation will surpass combined spending on health, education, and social assistance, accounting for one-third of total public expenditures. Despite claims of prioritizing social assistance, actual funding for social programs is expected to decline, with health and education budgets decreasing by over 5%. The country is also facing a growing budget deficit, projected to reach approximately 5.4 trillion rubles in 2027, leading to increased public debt. The government is expected to raise taxes, particularly on bank loans and real estate sales, as it struggles with financial constraints.
