Moody's has confirmed Romania's sovereign rating at Baa3, maintaining a negative outlook despite significant progress in reducing the budget deficit. The agency noted that fiscal consolidation exceeded expectations in the first half of the year. Romania's budget deficit is projected to decrease to 5.8% of GDP by 2026, aided by controlled spending and stable revenues. However, political fragmentation poses risks to ongoing fiscal adjustments. The public debt is expected to rise, and the financing needs will average around 12% of GDP annually from 2026 to 2028. A stable outlook could be restored if political consensus for fiscal consolidation is achieved.
