He noted that personnel expenses average 65% of hospital budgets, with some hospitals reaching 90%. Bolojan requested a review of hospitals with low bed occupancy and high personnel costs, warning that those seeking more staff may face penalties. He emphasized the need to redirect staff from inactive departments to areas with higher demand, particularly for palliative care. Additionally, he pointed out the imbalance in the number of medical graduates versus the actual need in the healthcare system.
