Mihail Zvinciuk, the founder of the influential Telegram channel "Rybar," was arrested in Montenegro, suspected of being a GRU colonel involved in hybrid operations. His arrest, along with several associates, was confirmed by the channel, which claims they were legally visiting a monastery. Zvinciuk has been sanctioned by the UK and is on a US list for foreign interference in elections. The British and American governments link his channel to Kremlin propaganda and foreign influence operations. Montenegro's police, in collaboration with the National Security Agency, initiated the operation against this network.
