The Senate's Permanent Bureau approved USR's request for a swift adoption of a legislative proposal limiting the terms of heads of Romanian intelligence services to eight years. This initiative, introduced by USR lawmakers two years ago, aims to amend existing laws governing these services, establishing a four-year term that can be renewed once. The Senate has set a deadline for the relevant committees to submit a joint report by September 15, 2026. USR emphasizes the importance of strong, professional institutions under real civilian control, arguing that limiting terms is essential for democracy. The proposal comes amid concerns over long-term leadership in intelligence services, with one being led by the same individual for two decades. Additionally, USR has proposed a ban on former intelligence personnel engaging in consultancy for 20 years post-service.
