John Coale, the U.S. special envoy, is optimistic about the release of hundreds of political prisoners in Belarus by September. He plans to visit Minsk to finalize an agreement for their release in exchange for easing U.S. sanctions. Coale believes that up to 800 prisoners could be freed, with hopes of increasing that number to 1,000. Svetlana Tihanovskaia, the Belarusian opposition leader, mentioned delays in U.S. efforts to persuade President Lukashenko to release more prisoners.
