The report, to be presented to the UN Security Council, links the operations to a network controlled by Steven Shaulis, a former US Special Forces member. The ongoing conflict has led to a severe humanitarian crisis, with thousands killed and millions displaced. RSF faces accusations of serious crimes against civilians, which they deny.
