The perpetrator of the Berlin Gay Pride attack had pledged allegiance to ISIS in a video found on his phone. Abdul Rahman Ballout, a 21-year-old German-Lebanese, drove into a crowd, killing one and injuring 29. He was known to authorities for previous attempts to join ISIS and had received a suspended sentence. Despite claiming to have distanced himself from the group, his past has raised concerns about judicial leniency in Germany.
