The new Urbanism and Construction Code (CATUC) aims to simplify and digitize construction project approval processes in Romania. Adopted on August 25, 2026, it replaces previous laws and introduces a National Single Window and a National Urbanism Geoportal. The implementation of the Single Window will occur gradually over five years, allowing for the integration of urban planning documentation. While digitalization is expected to streamline interactions between applicants and authorities, legal expertise remains crucial to mitigate risks associated with project delays. Access to the Single Window will be granted to various professionals, including lawyers, enhancing legal assistance in complex projects. The full operationalization of the platform will be mandatory by August 10, 2031, although complete digitalization may not be achieved by then.
