Russia has officially withdrawn from the European Convention for the Prevention of Torture, ending international oversight of its detention facilities. This decision, communicated to the Council of Europe on October 30, 2025, will take effect a year later. Since joining the Convention in 1998, Russia has been criticized for not allowing the publication of visit reports, with only four made public. Following the invasion of Ukraine in February 2022, numerous allegations of torture in Russian detention facilities have emerged, but the CPT has been unable to investigate due to lack of cooperation from Russian authorities. The withdrawal signifies the end of independent monitoring of detention places in Russia, highlighting the importance of such oversight in preventing torture.
