Farmers who reach retirement age and receive pensions may lose access to certain agricultural subsidies starting in 2028, according to the EU Council's new negotiation position on the Common Agricultural Policy (CAP) for 2028-2034. Unlike the initial proposal from the European Commission, which aimed to eliminate these payments, the new position allows member states to decide on the restriction's application. This decision was made during negotiations on the future agricultural funding framework. Romania will have the option to determine if retired farmers can still receive support from the Agency for Payments and Intervention in Agriculture (APIA). Current rules remain unchanged until the new legislation is adopted, allowing pensioners to apply for subsidies if they meet eligibility criteria. The potential impact on Romanian agriculture is significant, given the high percentage of farm leaders aged 65 and older.
