In Romania, starting August 1, 2025, pensioners receiving over 3,000 lei monthly will pay a 10% health insurance contribution (CASS) only on the amount exceeding this threshold. The contribution is calculated as 10% of the difference between the pension and 3,000 lei. For example, a pension of 4,000 lei incurs a CASS of 100 lei, while a pension of 5,000 lei incurs 200 lei. Those with pensions at or below 3,000 lei are exempt from CASS. This regulation is temporary until January 1, 2028, and the pension institution will handle the CASS deductions automatically, so pensioners do not need to pay separately.
