The Romanian government anticipates a revenue shortfall of 0.75 billion lei from gambling taxes in 2026, as outlined in the budget rectification proposal. This adjustment follows lower-than-expected collections in the first nine months of the year, alongside declines in excise duties and EU funds. The decrease is attributed to restrictions in the gambling sector due to a recent emergency ordinance that requires local councils to authorize gambling activities. Only a small fraction of localities have established regulations, leading to a significant drop in operational gaming machines. Despite this shortfall, other tax revenues are projected to exceed expectations, partially offsetting the losses. The overall budget deficit is expected to rise, maintaining a target of 6.2% of GDP.
