Starting November 1, 2026, the national logistics tax of 25 lei on parcels from outside the EU will be abolished. This change is part of an emergency ordinance project published by the Ministry of Finance, which also includes provisions for funding educational career bonuses and loans for municipalities with heating systems. The tax was introduced in 2025 and applied to parcels valued under 150 euros. The project aims to avoid overlapping regulations with new EU customs fees. Additionally, the ordinance addresses funding for thermal energy production and distribution, extending deadlines for fiscal measures, and allowing municipalities to use budget surpluses for social services. The project is still pending government approval.
