The National Council for Combating Discrimination (CNCD) is currently operating with only five members, despite needing eleven for effective decision-making. This situation arose after the terms of six members expired in December 2025, and the appointment of new members has been delayed due to ongoing political crises. Cristian Jura, a former CNCD member, likened the council's status to Schrödinger's cat, being both functional and non-functional. Although the council has adopted 11 resolutions with only five members by lowering the voting threshold, there are over 2,000 unresolved cases, raising concerns about the legitimacy of decisions made under these conditions. The council faces significant challenges ahead, even after new appointments are made.
