Starting November 1, the VAT on thermal energy will decrease from 21% to 11%, leading to lower heating costs for households, schools, hospitals, and NGOs in Romania. This reduction is expected to lower the price of gigacalories by about 8% until the end of March. However, the actual decrease in bills will depend on local subsidies provided by municipalities. While this measure aims to alleviate the financial burden during the cost-of-living crisis, experts warn that outdated infrastructure causes significant heat and water losses, which ultimately raises production costs. Authorities are monitoring supply closely to prevent issues during winter, but long-term solutions are needed for the heating system's sustainability.
