The first phase targets 429 small administrative units, allowing communities to decide through legal procedures. The initiative aims to alleviate financial struggles and enhance resource efficiency. The Ministry is also launching the "START Administrative Reform" program, with a total budget of four billion lei for infrastructure investments. While the initial phase is voluntary, future reforms may include mandatory measures.
