Romania hosted OSCE debates to highlight the rise of hybrid attacks attributed to Russia, including a sabotage incident in Brașov. Over 40 participating states expressed solidarity with Romania. Discussions took place during the Security Cooperation Forum and the Permanent Council of the OSCE, involving representatives from 57 member states and partner nations. Romania presented investigation results and emphasized the seriousness of the Brașov incident, linking it to a broader pattern of hybrid warfare. The country condemned systematic Russian attacks on commercial vessels in the Black Sea, which violate international law. Romania also addressed airspace violations amid increased Russian assaults on Ukrainian civilian infrastructure. Following diplomatic efforts, many OSCE states showed support for Romania, reaffirming its backing for Ukraine and advocating for a negotiated peace.
