Former Finance Minister Adrian Câciu criticized claims of over 90% absorption of PNRR grants, citing a report showing only 35.8% was realized. He highlighted that 64.2% of planned expenses for the first semester of 2026 were not reimbursed. Câciu also pointed out that 54.4% of total EU funds planned were not accounted for, and 54.5% of budgeted revenues were unrealized. He emphasized that a lower budget deficit does not equate to successful investment performance, especially when significant expenses remain unclaimed.
