The government proposes loans of up to 300 million lei for local authorities providing heating services, aimed at purchasing fuel for the winter 2026-2027, settling outstanding bills, and covering losses. Municipalities can access funding through privatization revenues via the Ministry of Finance. The loans will be available for expenses related to the production, transport, and distribution of thermal energy, with repayment terms ranging from 1 to 10 years and a grace period of 12 months. Local authorities can also guarantee loans for their heating operators until March 31, 2027. The project does not include non-repayable funds, ensuring no impact on the consolidated budget deficit.
