European auditors issued unreserved opinions for all EU agencies except the European Institute of Innovation and Technology (EIT), which received qualified opinions due to accounting and payment deficiencies. The 2025 audit report indicates that 42 out of 43 EU agencies managed funds in compliance with regulations, although 28 agencies showed specific deficiencies mainly in public procurement processes. The EIT's accounts did not adequately reflect uncertainties regarding the recovery of €8.7 million owed by a partnership in liquidation. Auditors urged the EIT to recover funds and improve reporting procedures for multiannual grants.
