Starting November 1, 2026, Romanians connected to centralized heating systems will see a reduction in the price of thermal energy due to a decrease in VAT from 21% to 11%. This change will apply nationwide until March 31, 2027, although actual prices will vary by city. The reduction is expected to lower the final price of thermal energy by approximately 8.3%. For instance, in Bucharest, the cost per gigacalorie will drop from around 399 lei to 366 lei. While the VAT reduction is uniform across the country, the savings per gigacalorie will differ based on local production and distribution costs. Additionally, despite lower unit prices, overall heating bills may still rise due to increased energy consumption in colder months. The reduced VAT applies to various consumers, including hospitals and educational institutions, but not to electric heating.
