Hungary has once again blocked the approval of Ukraine's EU accession negotiation report, maintaining its stance after a COELA meeting in Brussels. Without unanimous approval from all 27 EU member states, Ukraine's negotiations cannot progress. Hungarian officials have made it clear that they do not support advancing the last two negotiation clusters. Despite prior knowledge of Hungary's position, the Irish EU presidency included the topic on the agenda, likely to exert political pressure. Ukraine hopes to unlock these clusters by year-end, but Hungary's opposition is not new. Meanwhile, the EU has successfully opened discussions on two other clusters with Ukraine, following legislative changes in Ukraine that addressed Hungary's veto.
