Starting November 1, a new processing fee of 2 euros will be applied to online purchases from outside the EU, in addition to an existing 3-euro fee for small packages. This measure aims to enhance customs controls as the volume of small packages entering the EU has surged. The processing fee applies to each product category within a package, and while legally it should not be charged to buyers, sellers may increase prices to cover costs. Romania will implement a national fee of 25 lei for packages under 150 euros from outside the EU starting January 1, 2026, which will need to be aligned with the new EU regulations. The processing fee will be reviewed every two years, with specific lower fees for packages passing through specialized warehouses starting July 2028.
