The Romanian Constitutional Court ruled that a constitutional conflict existed between the Government and Parliament regarding the emergency ordinance for the SAFE program. This decision, made with a narrow vote, was prompted by a request from the Speaker of the Chamber of Deputies, Sorin Grindeanu. The Court's ruling indicates that the Government acted unconstitutionally by issuing the ordinance after losing parliamentary confidence. Legal expert Toni Neacșu clarified that the ruling does not affect existing contracts under SAFE, as they are based on different legislation. Romania has allocated €16.7 billion for SAFE, with contracts worth over €9 billion already signed. The Court previously upheld the constitutionality of the law approving amendments to the emergency ordinance.
