The Tulcea Shipyard, designed in the 1970s for Romania's ocean fishing, faced significant organizational failures despite initial plans. Declassified documents reveal chronic issues such as material shortages, poor discipline, and safety hazards that hindered its operations. Initially approved in 1974, the project was to be managed by the Ministry of National Defense, but it struggled with workforce training and management inefficiencies. Reports from 1978 highlighted severe organizational problems, including worker indiscipline and inadequate facilities. By 1979, safety concerns prompted intervention from local security officials, indicating a desperate need for oversight. Despite occasional successes, such as the launch of the "Putna" ship, the shipyard's overall performance was marred by disorganization and neglect, reflecting broader issues within Romania's socialist industrial sector.
