Russia is holding parliamentary elections from September 18 to 20, the first since the large-scale invasion of Ukraine began in February 2022. The political system is tightly controlled, with the ruling party, United Russia, expected to maintain its dominance in the State Duma. Voters will elect all 450 members for five-year terms, with half chosen through party lists and the other half through single-member districts. A recent poll shows United Russia leading with 37% of voter intentions. The opposition is severely limited, with the liberal party Yabloko banned from participating in party lists. Independent election monitoring has been stifled, and international observers from the OSCE were not invited. Elections are also taking place in annexed Crimea and Russian-controlled areas of Ukraine.
