New real estate developments in Romania will face stricter climate adaptation regulations, including green roofs and permeable parking areas. Starting January 1, 2027, office buildings and large parking lots must have green roofs covering at least 50% of their area. These measures aim to reduce urban heat islands and improve air quality. Additionally, outdoor parking over 500 square meters must incorporate sustainable drainage solutions and shade trees. Local authorities will have 12 months to designate low-emission zones. Exceptions to these rules are allowed under certain conditions. The new regulations were adopted by Parliament and will take effect this week, with some obligations starting in 2027.
