This decree, signed in Kyiv, affected predominantly Romanian communities, with significant changes in the Herța region. Many villages were renamed, erasing their Romanian toponymy. The implementation began in 1947, and while official documents reflect the new names, locals still use the original ones. This linguistic gap persists today, highlighting the lasting impact of Soviet administrative actions on local identity.
