Reformă majoră în UE: Comisia Europeană vrea să schimbe regulile achizițiilor publice

The European Commission has proposed a comprehensive reform of public procurement rules, shifting the focus from the cheapest offer to the best price-quality ratio. This new framework will require at least 30% of evaluation criteria to be based on quality, and 50% for labor-intensive contracts. The aim is to simplify and unify procurement regulations across the EU, making them more strategic and efficient. The reform will also create a digital European market for public procurement, facilitating participation from companies in different member states. Additionally, it introduces a framework for prioritizing European operators and products, while addressing security and resilience in procurement processes.
